The implementation plan sets out priority actions, and the organisation responsible, across 4 themes:

  1. risk reduction
  2. health and care
  3. awareness, and
  4. social action.

Many of the actions can only be met through the joint efforts of multiple organisations, from government departments and arms-length bodies, to the NHS and local authorities, research institutions, and the charity and voluntary sector.

Though the underlying aims are shared, clearly implementing a programme of such size and scope will be complex. Some actions lay the foundations for others, some can and will need to be completed relatively swiftly, others will be ongoing for years.
